No, huge majority of them are NOT stolen, stolen keys are really easy to track. If a key is stolen and you bought the key from website that looks like it was made by a 5 years old? It's your own damn fault, how did you even find one of them? There are so many legit websites that do it right.
They don't hurt the devs all that much, if you buy the game on steam for 50 euro, steam takes a cut from it, Grey Keys cost around 30-35 for that title, bit more if it's Origin key, for example DA:I is 38-40 euro. The profit margin for those re sellers is way lower than steam, believe it or not, but devs don't lose as much on those keys in regions they are being sold in, sure, in huge bulk, it does make a difference, but you buy it for over 30 rather than buying it for 5 a year later on steam which still takes a cut from it... Or even worse, you pirate it, which one hurts devs more? Unless you're origin, then you lose money because people buy your games for 50 and that 50 is yours, but that's beside the point.
By now you wonder, where do they get em? Mostly Lithuania, Poland, Hungary and some times Russia, but most Russian keys are locked to prevent people getting those amazing deals, I remember Borderlands 2 had unlocked russian keys and you could get it for 12 euro AT LAUNCH! I didn't buy one, but it was a good deal. A lot of those website are based in Poland because after currency conversion, they can get a profit for selling them at a cheaper price.
Are they legal? Yes, same way ebay is legal, you go out your way to search for something and you find better price with some discomfort (having to find them and then trust them, wait few min to receive the key etc etc) and in return, you get better price.
Stolen keys do happen, even G2A was selling humble bundle keys for a while... But to be fair, at way lower price, but yeah, it's still not okay, but after a game gets on sale on humble bundle, their profit margin on the copies they have on stock is gone, I can see why they have done it, I just wish they haven't... But yeah, now they're not able to do so.
