Per the terms and conditions, Recycling Rewards for a quarter are to be made available within 30 days after the end of that quarter. Since the third quarter ended 09/30, sometime in the next 10 days.

Maybe it's just a glitch on my end, but I have always been able to roll my rewards. I've used my rewards on the battery deal (and have gotten back rewards) three times in the past two months.

A few months ago this was $13.99, last time it was $14.99, and now it's $15.99. So the difference is really just going to additional tax on that extra dollar.
