You could get away with some lightweight games (no AAA titles), but it should handle PS2 and GameCube emulation with ease (with upscaling).
The GPU isn't bad, but it will certainly bottleneck the system in terms of gaming. The R7 1700 is an 8 core 16 thread CPU and is excellent for workstation use. The included CPU cooler is very good as well and people have had success overclocking the R7 1700 to 1800x frequencies.
Yes, but not the latest AAA titles like Witcher 3. You could get away with CS:GO, DotA, LoL, and upscaled PS2/GameCube emulation.
Low settings on this GPU will probably be closer to 15-20fps on low settings.
Thank you for understanding this. The Ryzen series CPUs don't have integrated graphics, so the RX 550 was likely the cheapest modern GPU that HP could get a bulk deal on.

My guess is not without upgrading the psu.

the above link suggests that they're using an "300 W uATX regular internal power supply" in this line. I think the "u" is actually for micro which according to the internet might either be a slightly smaller than standard psu, an SFX pay, or even be a proprietary HP psu format, so you might have trouble replacing the psu.
