This might be a dumb question, but can I buy this for my son who just would use it as like a mini-tablet on wifi and never get any cell service on it?

Yes you can, just leave in airplane mode, easy to set.
I have mine on Freedompop for a little data when out and about, good for music app when walking/working out.

No, it's not whitelisted until you pay Verizon the ransom. You can put an active SiM in it after unlocking from a Verizon MVNO.
