It's for next week, similar offer every week
By rolling, I mean if I buy this and I get the money back in form of rewards, can I use these rewards on the next 100% deal and get the rewards back again? This way making the initial investment of $32 for batteries and not having to use new money again until foreseeable future?

For things that say "get $16 back" I think (not sure) you cannot roll because this has been changed after OD and OM merged.
So, for this week deal it's 100% back. If you used your rewards (from BF for example) to pay for this week deal, it's NOT ROLL.
So, for NEXT week deal it's fixed $15.98 back. If you used your rewards to pay for NEXT week deal, it's ROLL. ie. you'll get reward back on $15.98 (very close, but not 100%).

I am also confident (from my past experience) that if you use a coupon on these batteries (which are giving back $15.98 per pack), you will still get the full $15.98 x 2 in rewards even if you pay less than $15.98 for either or both of the packs of batteries.
What I'm not sure about is what will happen if we pay for these batteries completely with rewards ($0 out of pocket). Will we get $31.96 back or we will get $0.00? Hoping that someone can clarify this, because as far as I know, it has been a long time since we have been able to get rewards when paying fully with rewards.
