The federal plug-in EV income tax credit is poorly designed in that the wealthier you are the more you get back up to a max of $4,502. Earning $75,000/year with zero deductions and filing individually is the lowest income you'd need to receive the full amount, if you're married filing jointly, have dependents, or other deductions then you'd likely need to clear $100K for the full discount to apply.
Most people aren't eligible for the full $4,502 rebate, they just don't pay enough income tax. Look at your tax filing from last year to see how much you paid including withholding.
