I don't get it: how is this a deal? PCIe 3.0 X2 (as opposed to 3.1 X4)? Speeds are rather slow by today's standards and the cost per Gb is through the roof? What can this do, which Samsungs 960 Evo's/Pro's cant, if it's 3x~4x+ the price of everything else? What's so special about this "3D XPoint" "Optane"?

Longer life than flash and lower latency. Good for random access. (Database, multithreaded read/write, Lightroom previews, etc.)

3D XPoint is PCM, a Storage Class Memory like RRAM and MRAM. It has higher speeds at lower queue depths, no SLC garbage collection slowing writes, functionally infinite write cycles, unlike NAND.
It's really a replacement for things like enterprise in-memory databases. But it can also be used to cache HDDs (or NAND SSDs, though the performance gains are smaller). Some people use an SSD for programs, and a larger HDD for miscellaneous files. Recent driver updates allow you to use an Optane drive to cache secondary drive data, making your HDD "feel" more responsive, at least in reads.
