When wood is living it is full of moisture, after it is cut it slowly reaches a sort of equilibrium with the ambient humidity. Wood expands and contracts depending on the moisture content. When building something with wood, you can measure the moisture content to see if it is within an acceptable range, if it isn't, your workpiece can wind up shrinking and cracking/checking on the surface, joints can fall apart, etc.

Most wood you buy will be kiln dried (either traditional heat sources or microwaved), and then a short time will normalize it ambient humidity. But as with everything else cutting corners and saving time more and more lumber tends to show up still pretty wet.

I used to go to a lot of local auctions, and everyone would laugh about all the fancy furniture people were buying that came in from China and other Asian countries in trendy stores. It looked OK when you buy it, but give it 6 months to a year and you find out they built it with rather wet wood (the finish would slow down the drying so it didn't become evident as quick), the tops would bow up, split on the ends, joints would come apart, etc. At that point there is really no fixing it.

I bought one (for ~$20) for testing firewood, mostly when dealing with unknown sellers. I can't tell the difference between 5% and 50% moisture by eye, this is great for $4.
