Threw together a list[pcpartpicker.com] here which includes a 650w PSU and $60 water-cooler. Seems about $372 cheaper than making your own.
I purchased this from the $850 deal back in March. Here are my thoughts:
1. Get the liquid cooling on the CPU. It's worth the $50 upgrade. It should be standard.
2. Optane is not worth the upgrade. Buy a Samsung NVME m2 instead.
3. All graphics cards are reference and loud as $(#$!. Get rid of it and get an aftermarket option. Or mod with liquid cooling (ex. Kraken G12 + H55 liquid cooling)
4. Memory does not have any heatsinks. Consider upgrading.
5. 460W PSU is garbage. Upgrade to an 80 Plus PSU.
6. Front fan is loud. Upgrade to Noctua P12 or equivalent. Same goes with liquid cooling fan up top.
NOTE: Not all gpu's will fit. My MSI Gaming X was too tall. If I remember correctly, GPU height must not exceed 5.3". Also, the graphics support bracket may not fit aftermarket coolers.
Being broke or stupid. One comes with the other usually.
OR... you just don't need the upgrade

Soooo tempted. What's Dell's return policy like if I order and have buyer's remorse? It says 30 days and they "may" charge a 15% restocking fee but not sure if that means they ever actually do.

Not at all. I removed mine and added a NVMe SSD, works great.
