We have hard water. 18/0 will at least leave rust spots if not leave entire pieces rusty. 18/10 not an issue.

I am sure this is good flatware for the price, but I searched long and hard for a 12-person place setting at an affordable price that had a heft that spoke to quality. In the end, I bought a Mikasa set from Costco for $60 (they have sales on variuous 12-person sets throughout the year). It blew away anything else I could find, even at twice the price. The question is whether you want a reasonably good set of matched flatware or are out to (subtly) impress your guests. I am also a fan of spending a litttle more money on "everyday luxuries" - items I use every day over a long period of time and enjoy every time I use them.
