Personally, I think it was the owner of Dicks Drive-in, who said he wouldn't build another Seattle drive in while there was a head tax that tipped the scale! The people of Seattle are crazy about Dicks.

They need more chicks with Dick's to make a head tax worthwhile.
The head tax was on, then it was off but now there's a lawsuit to repeal the repeal (due to a timing problem) so the repeal group went ahead and filed their signatures for the repeal vote.
At this point we don't know if the headtax is up, down or in need of viagra.
