is this better then the Milwaukee 18v fuel version? seems like its almost same torque specs

Usually Makita comes out on top by just a little. But depends on the specific tool in the line.
But any of the big 3 are great and very close.
Makita, Milwaukee or Dewalt.

Techtronic has 3 power tool lines. While there is some overlap between them, in order of good/better/best it goes Ryobi - Ridgid - Milwaukee. However, if you have to ask, you probably aren't a regular intensive user of power tools and, as such, Ryobi might be plenty of tool for you - especially their higher end models which compare favorably to low end Milwaukees.

It is true that Brickseek doesn't show the price on this item. The price when scanned at Livermore, CA was $200, matching the OP.
