Nope, you are the first person in history... The AR price reflects the fact that some people won't qualify for the rebate (due to forgetting, missing the deadline, filling the forms out incorrectly, getting the rebate but then forgetting about it long enough to expire or accrue fees, etc.) In fact, rebate processors specifically market this "feature" to companies (with the theory being that you can then advertise a lower price to attract sales while still on-average getting more than the posted price).
It's a hassle, but if you are diligent about filling out rebates and following up on them, they are often a great deal (i.e. I've gotten 100% of rebates over the past few decades, and I immediately convert them to amazon credit to prevent expirations/fees, etc.). If you are not willing to put in the work, then a rebate deal is simply not for you.
Are single fans enough for these cards? What can you sell the gaming bundle for?

Just would like to say that this card lasted 2 months for me and I had to send it back. It constantly runs hot to the point of failure. Overclocking is impossible, in fact I'd underclock it to improve reliability. 580's really need 2 fans.

I doubt the RTX 2080 release will affect prices much at all. nVidia purposely put 2080s at expensive prices so they wouldn't need to drop prices on old gen. So don't expect much changes at all to GPU prices this month. Probably better deals around holidays.
