I think they are implying that the manufacturer has included the same chips on board as a more expensive card and you can unlock them somehow.

These cards are getting a new lease on life with vulkan... and the fact that the nvidia 2080 has the same performance as the 1080ti, there's no real green team upgrade path unless you want to spend 2-4X more than this.
From what I remember (could be wrong), only the reference 56 are flashable to the 64 BIOS. The biggest thing is that allows you to unlock frequency for the HBM. Vega is bottlenecked by it's memory so being able to raise the frequency while undervolting the card you can get significantly more performance without really affecting power consumption. You can also raise the clock speed but it affects performance must less than the memory and will make it more prone to crashing.
Side note: I wouldn't recommend flashing to 64 if a card doesn't have a dual BIOS option. If the flash screws up it'll brick your card.

Exactly! I read somewhere that that stopped the ability to flash them to 64...
I think it has to have Samsung memory instead of Hynix.
