It actually works really well on my Samsung Note8 and similar. It is not online, nor can you play vs others locally. Basically it is a offline game and you control all 4 players and try to beat the clock so to speak to stop the spread of the epidemic.
It works fairly well and has a few difficulty levels. You can save a game and come back to it easily.
It's quite fun solo, but it is missing the AI, online or local co-op (Update, you can do 2, 3, or 4 player pass and play with pandemic) that makes the board game so fun.
If you are looking for an online play game check out Carcassonne or Small World 2. Both have AI, pass and play and online play.

Haven't played pandemic on phone but I think the expansions are a very necessary component of the game. They are $2 each right now, not sure if that is normal price.

Doesn't look like it. I just got Carcassonne and it did not include the 3 DLC bundles. Although one of them is free with a Asmodee account.
