tl;dr: Wyze contracts with another company to handle video streaming across your WAN to your phone, and
previously that company did some kind of load balancing across global servers... which did include foreign IP addresses. Wyze reworked their agreement with the contractor and this is no longer the case:

We managed to limit v2 camera traffic within US with our latest firmware [ed. v4.9.1.60 as of May 8, 2018]. We are asking help from some Reddit forum helpers to help check. So far the check is good except a suggestion to update one NTP server.

Yeah but getting charged nearly $9 for shipping 2 cameras basically makes it the same as Amazon with slower shipping.

Funny thing is usually target still has in stock but Google express will say out of stock. I'm sure another deal will pop up for these though.
