If you have the AMEX business platinum and the 10% back on Dell home purchases AMEX offer, you could combine both with the rebate to effectively get $300 for $120

-$100 Amex platinum business credit (enrollment required)

I'm looking at the Vizio E70 for $829.99. It comes with a $200 dell gift card. Can I utilize this rebate and get $150 back as well? I did not see the product number as being excluded, but it is on sale so I don't know if that takes it out of the running for this deal. Can anyone provide additional information on this?

Yes, as long as it is from Dell Home and not excluded, you can choose a product that comes with Dell eGift Card and apply for the rebate.
