Technically it is. Digital TV as defined by NTSC is 480p, while PAL defines it at 576p. Thus HDTV is defined as 720p+.
I bought this one around bf around the same price. Awesome set. It says 720 everywhere on it, but the input shows 1080 on both the TV and the box attached so as far as I am concerned it is a 1080 in a 720 box. YMMV though.

1080 or 720 makes no difference to your eyes at 32" or less.
Unless you plan on using it as a monitor. Up close you'll notice the lower resolution. But at normal TV viewing distances, 5 feet or more, the higher resolution has no appreciable benefit on a TV this size.
