What is the Promotion?
10% in eBay Bucks on every qualifying item of $50 or more (the "Promotion").
Who's eligible?
Only invited, registered eBay Bucks participants who receive the promotional offer from eBay in My Messages are eligible. Sorry, no forwarding—the offer is not transferable.
Promotion details
The Promotion starts at 5:00AM PT on March 4, 2019 and ends at 11:59PM PT on March 5, 2019 (the "Promotion Period"). The Promotion applies to any qualifying items purchased during the Promotion Period that meet the minimum purchase requirement. You must activate the offer to qualify.
The only real purpose of posts like mine is to let people know an eBay Promotion is active.
eBay does not even email notice. You must log into your account and activate it - if it is being offered at all.
Some promotions seem to be offered to almost everyone. Others to very few - like this one.
I've also noticed that although they tend to end at Midnight PT, they start at odd times, though so far always early in the morning. Perhaps they start at Midnight PT ? That would make sense.
My current 10% is NOT even in my messages - it is only in the Home Page eBay scrolling banner.
Does the 2% offer have a minimum purchase ? The 10% has a $50 minimum.
This is why I no longer use $49.99 on my BIN listings. I use $50 (as an example) to give Buyers who receive these eBay Promotions an incentive.
Finally, I am actually looking at a $200 Item right now, and the "eBay Buck" Preview states just $2 instead of $20. It probably would show $20 if I bid, but that's a risk I am not willing to take.

I also had a $5 coupon attached to the same account so, both promos will get used today.

Im starting to feel ebay wants to do away with 15% off and focus on ebay bucks promos only.
Im waiting for the 15% to buy a used S9/V40 but the coupons is nowhere to be found.

Sometimes they apply to multiple items during the promotion, sometimes only ONE item is discounted. So buy the expensive item FIRST.
Sometimes they apply to a cart full to meet the minimum, sometimes not.
Sometimes the percentage comes off the total immediately, but more often it is eBay Bucks.
Some promotions are On Site and On App, others just On App (never seen one On Site only).
Some times the percent off is different between On Site and On App.
I find shopping On App awkward, so I shop On Site and then Checkout On App when necessary.
Some will get a promotion, and some will not.
Of course there may be arguments when the Bucks arrive
