Is this strictly for laptops?
Most of the larger desktop computers will use a full size RAM DIMM. If it's a compact system or laptop then it will generally be a SODIMM.
Generally SODIMMs are for laptops, but the Mac mini is a small form factor desktop.

Will this Crucial memory work well in these machines?
EDIT: My plan would be to buy one Crucial 16GB kit, put the full Crucial kit in machine #1 (16 GB), and put the SODIMM removed from machine #1 into machine #2 to bring that one up to 16GB as well.
Back in the day, there were compatibility issues with single rank and dual rank among specific systems, where the system wouldn't boot at all if you picked the wrong one. Not as an issue today.
As others have mentioned, it is best to match the rank of what you already have. If you don't have the specs, an easy way to tell is that 1 rank SODIMMs have 4 chips on each side, 2 rank has 8 chips on each side.

I got 2 sets thanks for that. I got I for a iMAC 2019 so I'm hoping it will work. Any thoughts on if it will not considering it was mentioned it will work on the 2017 iMac.
