Chase Slate is only 15 months but 0% balance transfer fee.
The slate itself sucks as a card to actually use for anything other than the BT, but if you're mainly concerned about the BT, and the 3 extra months won't kill you, it saves you 3% of however much you're transferring over this... plus once you're done with the BT you can product change it into a genuinely useful card like a Freedom or something.

If you have any credit cards currently offering you balance transfer, check out the terms. But during the pandemic most banks shut off the usual balance transfer offers. My Discover is offering 0% for 12 months with 3% fee. BoA is offering the same 0% for 12 months but with 4% fee. Citi is currently offering nothing. Even these are called "balance transfer", you can always transfer the loan to your checking account. If you go for an unsecure loan, the minimum APR are usually more than 5%. You have to shop around and see. If you apply for a new credit card that offers you 0% balance transfer, the risk is you may not be offered enough credit for your need.
Here's the SD thread that has the BoA link: https://slickdeals.net/f/14753405-bank-of-america-cash-reward-200-offer-after-1k-spending-200?v=1&src=Sit
For BoA offer you sent, it says;
0% for 12 billing cycles
Applies to purchases and to any balance transfers made within 60 days of opening your account
I guess it means I can do balance transfer in 2 months as well. Is that right?
Besides it also says balance transfer fees 3%, I guess same as this Citi offer. Even if I do balance transfer in 60:days, do you think I will still get charged 3%? Little confused again...

It is kind of a scam. Get a card that has zero interest on both BTs and purchases.

Which cards have free balance transfer and 0 apr? None of mine have the option.
If you pay it off by the 18 months. You will pay no interest. (And have met the minimum every month) same with the balance transfer. There would be a fee of $54 for the $1800 balance transfer fee, but the same rules applies for the transfer to pay off without interest.
It was rare before the pandemic but even more so now. Perhaps a credit union card.
