Short version:
It will work with AT&T or an AT&T MVNO (such as Cricket) out of the box as long as you don't turn it on with the included SIM installed.
It can technically work with TMO, but you may not be able to activate without 6 months of AT&T service.
It almost certainly will not work with Verizon or Sprint, as it lacks the major LTE bands those carriers use.
It should be bootloader unlockable and rootable, per XDA.

I see the option to activate later. What does that mean? If I buy it for 29.99, how they going to know if I don't activate it later but just use it wirelessly?

Caveat is that these phones are locked to At&t service and I believe it requires 6 months of service before they will oblige to give you an unlock code in order to move service to Tmobile. I *believe* their phones will work fine with Cricket and other att MVNOs while locked, but I can't be certain and go at your own risk regarding that.

Final price. You either activate the new sim card in the phone or use an already working sim from att. Or I guess you use it only on wifi without phone service like an earlier poster mentioned.
