Raspberry Pi 4 requires 3.0 amps USB c, so the answer for that is no. I mean, the Pi would boot up, but during intensive tasks when the pi decides to draw the full 3.0 amps, this power supply can only give 2.4, so the Pi would fail.

Raspberry Pi 3: needs 2.5 amps. This power supply is just below that (2.4 amps). This "just suffices" under normal loads, while under stress the Pi could still malfunction.

Overall, I do not recommend this to power either Raspberry Pi 3 or 4. Get dedicated power supplies.

It accepts 110 - 220 volts, so as long as you have a plug adapter for where you are, you can use this for all your USB devices.

Most things that would get plugged into it (for me) would be for overnight charging, so I'm not overly concerned about QC.

A lot of things manage that on the device side. I believe that the iPhone will manage that depending on the charge state.
