so it ends up being about $465? ($400 for phone, $25 for first month of service and $40 for second month of service)

Visible Wireless uses the Verizon Network, unlimited everything (Data, voice and text) for $40/month that's with tax and fees already included. If you have multiple lines you can get it down to $25/month per line using party share.
