I just need a cheap flight to the Philippines.
Khao San Road also is almost exclusively college aged tourists now, hardly saw anyone over 30 when I was there. I met lots of nice people but they were normal Thai people, not at those types of places, I think the hospitality areas have declined since the dollar doesn't go as far for them anymore and it changed their culture somewhat.
I guess I waited too long to visit Thailand
Heard good things about Thailand before, but when I went, it was complete opposite. I think your point of view is correct. Before I left, I read that the government was trying to boost tourism and make a few more streets into walking streets by blocking cars/bikes from entering.
This is not the time of year I would personally visit Thailand. I prefer the "cold" season in the November/December/January time frame. I'd check the weather/climate before you made any plans, and remember that the seasons aren't the simple four seasons many of us are accustomed to!
That being said, if the choice was this time of year or go not at all, I'd jump on it.

Chinese tourists essentially ruined the beaches and the tourism industry.

I don't think you can blame 100% of this on the tourist. First hand experience, went to a few 7-11 and they all insist on giving me plastic bags for my one ice cream, my one pack of soap. The locals put everything in plastic bags, from drinks to snacks.
It is impossible to find a trash can in Bangkok, most of the time, I have to eat around the food stand and give the trash back to the vendors.
I don't mind them charging me a VISA fee, but the government have to use the money they get from tourism into cleaning and educating their country.

Best time to go is November - Jan.
Less humid than Vietnam. But still hot lol.

If this is something you can stomache, I really don't want to dissuade anyone, but please do your homework. Also, you may want to make sure your hotel has AC!
I can't offer any more specific info than that about Bangkok, as most of the time I've spent has been elsewhere away from the tourist areas (my wife is Thai).
This sounds like one big anecdote to me

The government will never stop motorbikes in Thailand and Vietnam, they are an unstoppable force. 😄
Apparently we all were late to the party, it's not anything like what was described to me 10 years before, I went in 2018 but our capitalism has ruined them.
