I work with Better,com and wanted to see if you could please add in the following information to your post on Amex/Better,com deal as it reads incorrect as it stands, especially regarding eligibility. We want to make sure the offer is stated as accurately as possible:
1) Mortgage rates of any specific customer, stated or otherwise, should not be taken as indicative of a mortgage rate available to all customers. Pricing is based on a number of factors, including the individual credit profile of a potential borrower.

Does this mean my refi application has been approved?
Or it is still in final review by underwriter?
Can they send it back to underwriter?
How many days to get closing disclosure from closing expert?
When do you need to enter your Amex card? After closing disclosure accepted?

How long did it take to get to the Closing Expert stage? I've been at "We're reviewing your Title" for like a week. I guess in parallel, it's been in Underwriting.

My Overview is it "Approval - On Track". The next stage says Final Closing...does this list expand at some point to include other steps?

6/22: CD released for review
6/25: Tentative closing date

There was an underwriting step (re-verification of employment) after the closing expert was assigned. It was not too onerous, other than that they didn't tell me it was being done and there was some delays in them reaching the employer.

Nope. They refused to match three better rates quotes I received. They will not honor the 1k guaranteed. If you have good credit you can find better rates elsewhere.

Just go with another lender. There's nothing you can do to force them to match or beat an estimate. Just use the lowest offer you found and then try to get the $1k later from better for not being able to match or beat. You'll still save money by doing the refinance. Although I'd wait longer if you already have a low rate and there is no $2500 amex credit. Rates are going down.
