I think it makes it easier to setup, and adjust focus without climbing a ladder.
A varifocal camera allows you to customize the FOV so that you can put the appropriate amount of Pixels on target on the views you need.
This allows you to watch over your car parked on the driveway better, your car parked in front of your house on the street better, anyone entering your driveway, watch over your mail box, ... etc.
The idea is to set the camera's FOV and leave it.
update: if you do not need a varifocal, they also have a fixed lens model available at a discount

Lorex PoE NVR? - if it is a Dahua OEM NVR, then yes.
Probably not a fully plug and play so you will need to sync IP, port, user / password info as well as set the substream info for live viewing on the OSD. Search lorex threads at ipcamtalk on what others have needed to adjust to get it configured for lorex NVRs.
Yes if you tune the parameters ( to capture plates in low light ) and place it so you can get a good angle on the license plate.

This is not a PTZ camera, that is it is similar to a typical bullet form factor camera that you manually set the angles and in the case of "varifocal" you can then remotely set the "zoom" so that your FOV gives you the best results to put enough pixels on the target area you want to keep an eye on.
