I think so. Got it for the same price last year for my then 5 year old. Durability wise we haven't had any issues.
Yes. Garageband works.
This price range you cannot get a weighted-key arranger keyboard. Casio CDP S350 is like $399 (if that sale is still running), and that's a good value. But most arrangers are non weighted, because it's not ideal for most non-piano voices. Also, even digital pianos, which have weighted keys, are at least $300 on sale.

Would love some feedback from experienced users as far as which would be the better keyboard for a beginner? The Yamaha PSR-EW300 76 Key or the PSR-E363 61 Key?
