Having bought a Sapphire Pulse 5700 XT two weeks ago, I did A LOT OF research. The MSI version of the Radeon 5700 platform has terrible reviews. The cooling is horrible. It's a hard pass on every legit review I've read or seen. Stick with the Sapphire Pulse, Nitro, or the Red Devil. There's a reason why this card is priced so low and has a rebate. The Sapphire Pulse is flawless in my experience so far. There are no weird fan curves, no overheating, no driver issues, or any of the other things that the crappy version of these cards feature. You can also check Tom's Hardware for the graphic card hierarchy. While the 5700 XT trades blows with the GTX 2070 and renders 4K gaming without issues, the 5700 is on par with the GTX 2060. For me, it was worth the $50 premium for the 5700 XT.
Let's not confuse people. It can utilize a 5700xt bios to sustain higher clocks, which helps performance. It will not surpass a 5700xt with more graphic cores on it. You can get close in some scenarios to the XT performance.

Also, I think MSI has improved the thermals by adding pads on the vram. some sites have reported on this. There is still a mounting issue, but at least temps have been improved. I'm not sure if they recalled cards and then shipped them out again, otherwise you would have to RMA.

While not brand new, used 1080Ti cards can be found in the $425-$450 range.

There is a reddit thread [reddit.com] that sounds like a yes.

Why would anyone spend over $400 on a used card? It makes no sense.

Ebay. I just sold my 1080ti for 480 plus shipping. Pricing when you get up here is pretty much pay per frame. The 2070 super is really close but not quite as strong. 500 to 550 new. 2080 super is the fast refresh 1440p choice but The Quiet Ones with a big cooler you can push hard oc'd are still 750. And the cheap ones are like 680-690. Nvidia has no one to compete with but itself up here so it's literally like Intel in 2014. When they own the market they have no incentive to give people value

The warranty is still good on a lot of the 1080ti cards out there. When you consider it typically is the same or slightly better than a 2070 super and more easily available you start seeing why the market exists. At the $500 Mark and up it's literally pay per frame

Because the used card has performance in excess of a $500 new card. $425-$450 makes sense
