Only when you book the WORKS, your entire purchase is refundable (including the cost of the WORKS), you get the best seat on the plane, one free checked bag and one free carry-on bag. And f you change your flight 60 or more days in advance with Frontier Airlines, you will pay $0 in change fees.

They launched this program in the early fall. It hasn't garnered much attention. You do not have to purchase "The Works" to make changes (if they are 60+ days in advance).

but what does it mean?? Does it mean free change to a diff date AND RETAINING the price?

In this case, Frontier waives their change fee. All you pay is the fare difference.

what if fare for your date went down - is there provision to be refunded? or when you're changing to the date with lower fare than you originally paid?

There won't be any refunds. For an ULCC, this policy is generous.
