This is a bit misleading because, as I understand it, you can't retroactively get games that were offered through PS+ in the past (which is dumb, honestly).
It's like having an xbox live card. Let's you play online multiplayer and gives you a couple free games each month from the back catalog. If you haven't had a playstation for a while then the free games are nice because you may not have played them previously. If you don't play multiplayer and don't care about getting old games for free then skip it.
You would regain access to whatever free games you "bought" prior to the membership lapsing.
