From the way I understand the deal is it's 40% off the monthly rate and you have to sign up for 1 year. This would result in a yearly price of ~$95 vs. the annual (non-monthly) charge from Walmart $98. I don't think this is a deal at all unless someone shows otherwise.

It goes on sale at various times throughout the year for 50% off. Also either AAA or AARP has it for a major discount, something like $58 for the year.

there was a point where it offered you a half price renewal when you went to cancel. We were on a promo for half price and it still offered us the half price at out next renewal time.
Go in and choose to cancel and see if it offers you anything.

Unfortunately that is not the case anymore as I tried this and had no discount offer. I let it cancel and I have been waiting for another good deal to appear. I am thinking maybe around black friday there will be something

If you already have a Walmart + subscription, you can cancel it on the manage page and they will give you a 50% offer if you renew for another year. Mine was set to expire 11/10 and renew at $98. Now it says $49.

Apart from the free fast shipping, the extra perks really pay for themselves, especially if you're getting the membership at 40-50% off. I'd argue this is much better value than Prime, though I suspect many of us have both.
