Not true for lots of stores. My local Trader Joes is $9.99 per dozen and other stores in San Diego at $12.99 per dozen. Bouquet pricing doesn't change on V Day at Trader Joe's and is comparable at our local Kroger and Albertsons markets, as well. They all compete. $50 bouquets are not required. Even our CVS' have cheap flowers and they all come from the same South American growers unless you're buying something special like long stem. It's a commodity like anyone else. The only people who should be paying out the nose are ordering online for delivery.
You wouldn't be seeing those prices in NJ until about 9pm on V-day, which is exactly when you'll be in the DOGHOUSE with the Mrs. after she's been eyeballing every other woman who got flowers on or before that day. I'll pass on them because they're the same price in Costco, and you can pick out the good bouquets.

Word of caution. Do not get the 50 count mixed red and white roses. Should be 25 red and 25 white. Last year they sent me 18 red and 32 white roses. Sunnuva biscuit.
2 Dozen for 17.99 everyday at my Costco. I know people like these because they can be delivered but it's worth the trip to the store to pick out the freshest flowers and you can get 2 sets for different color options

The difference between giving flowers and having flowers delivered (around friends or work associates) is HUUUUUGE! That's why a lot of people choose delivery. Even if you don't get to pick the flowers, the "bang" impression is the real value.
