CCC showing it's at the lowest price ever.

I can't comment how and where these might be made from @ $1.3 per battery.

that's illegal in most states
I've found with these rechargeable batteries "refusing to charge" is often that the remaining charge is below the trigger threshold voltage for the charger to even know there is a battery present. I'll usually take two pieces of metal and short a good battery to the dead one for like 20 seconds (pos-pos, neg-neg) to give it a quick jump and get the charger to recognize it. Also a good idea to sharpie the bad battery so you know if it continues to happen on one particular unit because long term this behavior does mean it's starting to go.

The higher capacity ones self discharge at a higher rate so it's not without trade offs

The higher capacity ones can not re-charge 1000 times either, at least for the Eneloops. Amazonbasics high capacity one says "hundreds of times" without being specific. This may be academic for most people who don't use it that much.

These are almost always around this price. These Amazon basics vary pretty widely about the "slow discharge" aspect. I have some that are as good as eneloops but done are terrible. Still far better than the normal rechargeables discharge rate.

Also consider EBL. They have comparatively faster discharge, but have higher capacity and are usually a little cheaper.

I generally like these batteries but have noticed a failure rate of 25 to 50 percent in about 2-3 years. By failure rate I mean they won't recharge.

Have you tried the battery "kickstart" solution with metal paper clips? It's almost always due to voltage dropping too low, and the charger not recognizing it. You can fix it pretty easily and safely.
