Yes a furnace filter taped to a box fan works, but is loud because box fan motors aren't designed to run that way.

Supposedly this ionizer on this filter produces a negligible amount of ozone (especially when compared to the old ionic breeze filters). That being said, I have the older version of this model and don't turn on the ionizer because I'd rather not generate any ozone.
It's a feature you have to intentionally turn on, and definitely not anything you need for the filter to function properly
