It's a good price but these pliers (D213-9NE) have been less than $35 on Amazon for almost 9 years with the exception of a few hours one day in 2018 so I don't think it's rare to find them under $35.
As noted below the average price is $33 and lowest $15 (in 2013). This type of contextual information for amazon (who owns woot) can be found by googling "amazon history tracker" .. several options available.
