I like KevCentral, he has a lot of good reviews for budget bikes. If you're a casual rider you'll probably do fine one some of the ones he recommends from Walmart.
What bike snobs (and I'm one of them, having paid 4 digits for bicycles in my past) miss is that there's a time and place for cheap department store/big box store bikes. Cheap transportation that you wouldn't want to risk a more expensive bike on. No, you're not going to do serious mountain biking with an $80 bike, but that's also like saying you aren't going to be playing professional tennis with those $20 Costco sneakers. However, those cheap sneakers are great for casual wear, or to get muddy doing yard work, or whatever.

Most big box bikes just require everything to be adjusted and set up. However, some need more in-depth work. Examples:

ADJUSTED:
Seat for proper position.
Handlebars for proper position.
Controls (brakes, shifters) for proper position.

SET UP:
Brakes for proper functionality.
Derailleurs for proper functionality.
True the wheels.
Make sure everything is tightened enough so nothing slips (seat, seattube, wheels, controls, handlebars, etc.)
Make sure nothing with bearings are loose (hubs, bottom bracket, headset).

IN-DEPTH:
One thing I've noticed about big box bikes beyond what is usually talked about is that any bearings which aren't sealed usually don't have enough grease, often just having some light oil in them. This is something that requires some more knowledge and tools than the typical casual cyclist would have. The Walmart assembly person will not care, but this is something that local bike shops will (usually) take care of if you pay them for assembly.
Additionally, big box bikes are usually "one size fits most" and sized according to wheel size, unlike higher end bikes which have multiple frame sizes.
Finally, sometimes changing out some easy-to-swap parts might make riding these things a lot more enjoyable. Note that this isn't exclusive to cheap bikes either! Casual riders may benefit from a more comfortable seat/saddle on most bicycles regardless of bicycle cost or origin.

http://bigboxbikes.com/ is a great resource for talking about these cheap bikes.

Just last year I gave away my early 1990's GT Corrado which had Deore XT parts... and cantilever brakes. Oh the horror! LMAO
Yes they do. If you are planning to buy, opt for pickup and let them know you want it to be assembled when you pick it up. They usually take 2-3 days and give you a call when it's ready. Even if you get it delivered, you can still take it to local Walmart and get it assembled but pick up is convenient

These are the same bikes that were the same price on Black Friday. Standard cheap components but a great bike for kids. I picked up a couple for my kids and they have no complaints after I tuned it up.

Does Walmart have free bike assembly? Local bike shop starts at $70.

Could you share what tune ups would need done to the bikes? The reviews are scary, some saying the bike breaking just after 2 light use

What would need to be tuned up depends on each specific bike and what kind of deficiencies it might have.

These are not bad at all. Got this 2 months ago at same price and did store pick up, got it installed for free. Picked up 26" excursion for men at $89. Only thing is you have to install better tires on em. Go with Bell tires.

The problem with Walmart bikes is you never know how skilled or rushed the person who put it together is.They have little to no knowledge of bike components and get paid to essentially rush the assembly. Accountability is low because you will never be able to find out who actually put your bike together and/or what they were thinking. I personally wouldn't put a family member on one of these bikes until it was thoroughly inspected for safety. I've only bought two bikes from them and this was years ago, but they were both returned the next day. Be careful out there.

Honestly, these things are pointless for anything beyond looks. The suspension on them is a joke, making them pointless as actual mountain bikes. Yes, I know you can ride them on black diamond runs, I've run one down a blue and a black diamond (the brakes melted to nothing, the derailleur snapped off, the bars came loose, and the rear wheel ended up destroyed beyond repair), but it's not something you'd ever want to do.
On top of that, the hilariously-heavy frame and wheels make it a struggle to ride on the street compared to a road bike.

In all honesty, I would buy myself a cheap road bike before ever buying one of those. At least those can be ridden somewhat enjoyably on the road, whereas this is just terrible everywhere.

Note: this applies for adults only, kids don't care about this.
Note 2: even if the several hundred dollars you see the Dick's bikes going for on here seems steep, those can actually be used on blues multiple times without being suicide and miserable. And, if you break the WM bike, you still need to shell out money to replace it.
Note 3: shop around on Facebook marketplace and Craigslist. Your money will go further.

Source: mountain biking for 20 years, started on crap like this and progressed to each tier as my budget grew. Currently riding an Enduro Elite and have a mid-tier bike for my girlfriend, after having stepped her up from her old WM mountain bike
