I did a similar offer last year. Bought bakery items (cinnamon rolls, cheese cake, etc.) on sale and it was really worth it (with CB and free shipping). Will find something by 3/31.
Typically the $15 off $15 worked on affiliate stores. But it didn't for me. So instead of taking $15 off from Harry and David's (my typical goto store for cheapo items), it didn't take off anything. It would only work on 1800flowers, none of the 'extra' stores and even stated in the terms it wouldn't work on the affiliates.
So just be careful when using this, make sure the coupon takes off what it says it will. Worst case it's easy to cancel orders if it doesn't work. And I haven't used the Shari's $10 offer, but when looking at it closer, I think it's $10 off $30 (at least in my case, so don't necessarily expect $10 off $10.)
Limited choices at 1800flowers, so I ordered some succulents for like $20, and with CB, ended up more or less free.

edit: i did receive am email receipt from paypal mentions the offer and the adjusted total. the transaction in paypal itself is what's getting me concerned.

Shoprunner is always a little weird w/ 1800flowers. The way I have approached it is:
Click the link to whatever CB service you prefer. Then close that tab.
Log into shoprunner and keep that tab open. Then go to 1800flowers and order like normal. Then, at least usually, the shoprunner discount is shown on the checkout page.
Were you able to use an affiliate store? Again, for me, at least when I did it, it didn't work on anywhere besides 1800flowers directly.
I see by your edit you got the discount. For others, you should see on the paypal page the $15 discount mentioned when checking out. Then when you check what they charged, you should see it discounted.

The transaction still shows "pending authorization", so i was wondering if i should wait and see if it's resolved when it's authorized or if i should cancel now. Is your order still "pending authorization"?

I wouldn't cancel just yet. Instead call paypal and ask what is going on. You can also mention the email with different price. Maybe it needs to go from pending to final, but I don't recall that ever happening to me.
Also check the funding directly. For instance, if you used a credit card through paypal, see what they charged by checking the credit card activity separately - even if just pending, that typically will show up.
And did you order from 1800flowers or an affiliate (harry&david, etc)?
