Microcenter has MSI 580 for $149 AR, it appears you can buy online for those who don't have one in-town.
That said, the RX 580 doesn't typically have the power to game at higher than 1080p resolution (e-sports titles like fortnite excluded), and the 8-gigs of vram doesn't have much if any impact on 1080p gaming (unless you have 8 or less gigs of system ram, and then the 8-gb vram can occasionally get you extra performance). It's a great card and all, but it's pretty power-hungry at stock settings compared to the 1650 Super and 5500, easily drawing twice the power.
Everyone is welcome to make their own decision regarding what they buy naturally, but personally I wouldn't look twice at an RX 580 at this price.

I wouldn't personally buy a 5500 4gb for $180 because you can get the GTX 1650 Super for $159-$165 and that has a little better performance over-all -but neither will be able to do 144hz at 1080p high settings, low-medium possibly, and the same can be said for 1440p 75hz. You're really stuck needing a slightly more powerful card for what you're hoping to game at (if you want to play at higher graphic-quality settings).
I'd say you're looking at needing minimum a GTX 1660 Super, which will push your cost up around $40 over your $180 cap. For a little more you can get the RTX 2060 on a sale for around $280, or the RX 5600xt for around the same.. But you'd be way over budget at that point.
You'd probably be able to pick up a used GTX 1070 for around $180 though, if you're willing to go used. I know I personally would go new if it were me. Sorry, wish I could be more helpful.

Gtx 1650 super sounds like a winner at that price. The PCMR bit me hard and I want to do phase 2 upgrades to my rig and just built it lol.

with all that said if you can get the 1650s for the same price then its a better deal strictly for the slightly lower power consumption. otherwise if you can find the 580 cheaper its a good option

For the OP though, I wouldn't recommend replacing a 4gb 580 with a 8gb 580. I agree that a used 1070 seems like the best upgrade with that budget.

If you could double your budget somehow to $300, the RX 5700 will *nearly* double the frame rate across the board. Something to keep in mind.
