Supposedly, the proprietary Xbox adapter wireless technology has less input lag than using bluetooth and it can hook upto 4 or 8 controllers (forgot which) and allows you to use the 3.5mm mic port on the controller to do chat just like on Xbox One console.
According to my understanding, the Xbox One first gen controllers (model # 1537) requires this wireless dongle in order to connect to pc wirelessly. The Xbox One controllers 1697 and 1708 do not require a dongle and will work via Bluetooth so long as your computer already has a Bluetooth connection. Hope that helps.

The first Xbox One controllers only supported the dongle, since they were not Bluetooth. The current controllers work through Bluetooth, although with potentially higher latency, and worse reliability in the connection.
The V1 dongle was larger, and I think only supports one controller. This new one (v2) is much smaller, and supports multiple controllers.

v1 supported multiple controllers as well. v1 also worked with older operating systems. v2 only works with windows 10
