The upgraded wifi (2x2) and bluetooth 5 (MU-MIMO) are definitely worth the extra $10.
That will help future-proof your laptop.
Backlit keyboard is personal preference. I have one on my current laptop and rarely use it. But I guess it is a nice feature to have.

Radeon 535 is a very old GCN based graphics card you'll hardly get 20% performance boost over UHD 620. In my opinion, it doesn't worth the money.
I would say that the WiFi upgrade is a no brainier for $10 as it significantly boost the performance of you have dual band WiFi Ac router, which most of the folks have.

Does anyone know why HP prices are coming down so much on so many products?
PC prices have fallen dramatically over the course of the last year - pretty much all manufacturers. It wasn't so long ago that anything with an i7 was at least $1k with minimum specs. Also don't forget PC manufacturers are getting hit, and going to get hit, hard with the coronavirus being they are almost all made in China.
