United Airlines offer round trip non stop fares between Los Angeles (LAX) to Washington DC (BWI) for $67.
This is a basic economy fares that has restrictions.
Sample Dates:
Depart LAX Mar 19, 24,25 - Depart BWI Mar 24.25, 28,29,30,31
Depart LAX Apr 7,14,15,19,21,22,23,24 - Depart BWI All dates from Apr 11 except Apr 16,22,23

But, you can definitely count on attractions and tours being closed for a while.
do NOT rent a car and drive BWI to DC/MD/VA. I can personally guarantee that you'll be stuck in 2-hour traffic most of the time. Not fun.
