A turbine takes air in at high speed and exhaust at a slightly lower speed, converting flow speed into torque.
If you are thinking as in a jet engine, then it's the combustion chamber that takes in air, ads fuel and spark, and shoots out higher speed air. That then passes through a turbine, which steals a bit of the power from the flow (by slowing it down). So I guess you are still right, in that you could stand downwind of the turbine and feel tons of air... but not as much as the flow would be in front of the turbine. It would be pretty hot in there, but more air! But at this point, in guessing my hot air has board you from reading this far. But if you did keep reading, you must be a bigger nerd than I! LOL
