Office Depot/Office Max has the Lenovo 31.5" QHD IPS LED Monitor, C32q-20 on sale for $179.99 with free shipping. Same price if you can manage to find one in store.
I believe this monitor uses the same IPS panel as the Acer ET322QU which as been on sale recently. The specs and even odd button layout seem to match. Unlike the Acer, this unit has a different stand, no speakers, and no VGA input. It's clearly a no frills unit but a decent option for somebody looking for a budget large QHD monitor.

The cheapest ones are the "TN" panels. They have the worst colors and viewing angles.
The nicer LCD screens use "VA" or "IPS" panels. There are trade-offs between these two but both are better than TN.
"VA" panels have better contrast (which is what the poster you quoted was pointing out by listing contrast ratios), and if you are able to view the screen from straight on will be the best overall in my opinion. However the picture does degrade as you view the screen from an angle, but not remotely as bad as it would with a "TN" panel.
"IPS" panels have the best viewing angles, the picture hardly degrades at all when viewed from an angle. But their contrast ratio is generally worse than "VA" panels.
Contrast ratio is a measure how bright are the brights and how dark are the darks. "IPS" critics will argue that IPS "blacks" end up being too bright and look dark grey. This is a bigger deal for watching movies than for using a computer for doing internet and work and stuff.
OLED is a completely different type of panel versus the LCD panel types I listed. It is most expensive but it is the best picture.
Will say it has very good colors and viewing angles. Not that bright but text is plenty sharp in my estimation. I overclocked it to 86Hz without issue and tried some light gaming with good results. Not a hard core gamer unit but will suffice for light gaming imo
Poor vesa mount location at the very top and average to poor stand, but panel is hard to beat at this price. No speakers but has audio pass through and both DP and HDMI inputs.

EDIT: after some googling, if this matches the Acer panel that you listed, nvidia made it work when they expanded gsync compatibility feb 2019. fingers crossed!
