Could either of these be used as a cellphone monopod/tripod?

You could, with an adapter like this:
https://www.amazon.com/Tripod-Ada...B00RFZTUWC

Otherwise no. When it comes to dedicated cameras though (P&S, bridge, mirrorless, dslr), they all pretty much universally come with mount threading for compatibility for tripods

Thanks! I was thinking about getting this as a gift for my husband who's an avid photogropher, and was thinking i may be able to borrow it in my offtime to use with my phone, Seems like the adapter would be a good idea.

I did so with a different Vanguard model. It cost about $50 to get the legs, bolts and threaded tubes to make the base fairly solid.

So it can be done, but it isn't designed to do so, or is it really cheap. They make one with the tri legs, if that is what you are looking for, I'd consider waiting fro a deal on that.

That said, mine now has a larger base than what the vanguard ones does.

I have the Manfrotto with legs, Heavy yet great. I also have a German lightweight Cullmann, but flimsy legs. I purchased a $180 model that won a 3D Design award or something, and that had many flaws , I returned, and I also bought a Benro that was better than the design winner, yet would not fold down right with a single poor design flaw. ...So this for 50 IS great, but I doubt I would be able to "unlock" the stick and position it off the straight axis and such, even with the $45 legs....Maybe just as a walking, and sport stick, it maybe worth it.

Sure, couldn't hurt. Though, you'll find a lot more utility with a tripod vs monopod (for use with a cellphone). With a tripod, it'll be useful for group photos. And if you use it enough, you may want to look into a dedicated travel tripod with carbon shafts (light and folds compact).
