The laptop is a toy not a computer. I guess if your 2nd grader is stuck at home and needs something to play with while you work at home during the day it might be somewhat useful. I don't see any other use case.
The deals on dell.com/Dell Outlet have not been great lately. They know that there are a bunch of people that need to buy something now to work from home, regardless of the price.
Good thing RAM is cheap. Would be easy to buy an additional 4 GB (or preferably 8GB) of DDR3 RAM forr your 10 year old PC.
The 3180 is not modular at all. There can be no upgrades as the ram is soldered in.
However, this makes for a great portable 'raspberry pi' type computer. Fantastic old school emulation machine. It has no moving parts so it's built like a tank, and lasts a good 10 hours on what I'm guessing is a 32whr battery. It pulls only just over 6 watts even at full load. It definitely can be useful, however niche.
My biggest gripe is that 32gb storage. It's extremely painful using Win10 1909.
These are really trash machines, not worth the money. In about a year, expect the battery to swell and ruin the machine. I lost 2 Dell tablets (Venue Pros) and one laptop due to this. I still have 2 other laptops from Dell that I run with AC and no battery pack due to this. The older gen models with steel encasings prevented this. Seems like everyone is doing this now, Dell/HP and even the EVGA SC17. This is not planned obsolescence, it's planned destruction.

When the OS was done booting it had used up half the ram, and this is with a dedicated GPU.
It'll work, but it'll run out of RAM really quickly.

I gave it away to a neighbor kid, so his parents can upgrade it if they want to.

If I had a PC that old, I'd use it for educational purposes, i.e. showing young people how to take apart and put together a PC.

This was a non story to begin with, and you're quoting something from 2009. This is stupid all around.
