I own several of these ladders, they do not fold to scaffold. There are really three positions: Folded all the way in as how you store it or if you need really short ladder to lean on a wall.

Great ladders, I would jump if they had adjustable legs, this model does not. The only slight negative with this model is the black knobs that are on the sides to adjust height are kind of a pain to pull out or turn. I ended up drilling two holes in each one and placing boot laces in a loop to have something to grab onto to pull.
However, I use these ladders all day everyday so it's probably only an issue because of how often we use them.
Also, they will receive a single man 24' stage at every rung except the very top, rivets prevent the top one by about a half inch.

I use them like that everyday, I wouldn't consider that a position for this ladder is all I'm saying. There are ladders that fold into their own scaffold. Never used them but I know this isn't one of them.

The 18' designation for the Lowes one is some arbitrary "reach" height.
