If you don't get into the whole Pampers/Huggies/generic debate, I'd say yes. the best I can buy local is BJ's and with the rebate and $4MC/ea (local boxes are 132/ea for $39) which is, before tax, $0.239/diaper. This deal again pretax is $0.142, 40% less. Of course this assumes that the $20 in WM GC is equivalent to cash for you.
For reference, BJ's also sells its own private label diapers, $26 for 156 diapers - works out to $0.167/diaper pre-tax. Target's Up&Up is $0.147/diaper (204 count for $30).
I have twins so we go through around 180 diapers a month right now. My local BJ's does not sell their private label brand in size 4.
Just keep in mind these are sized to 37 lb; IOW make sure you don't buy so many that the kid will grow out of them before you can use them. That 37lb is iffy, too - depends on if the kid is tall or fat at that 37 lb.
