Have you activated at least one SIM yet? so you can receive a security code via text for registration.
1. Go to this site: https://www.att.com/my/#/login
2. Select "Create one (ID) now".
3. At the next screen, enter your working AT&T phone number and what else it asks.
4. Once you've received the security code and enter it on your computer, it'll let you create your ID and password. Your ID has to be an email address.
That's how I remember it, might not be exact.

This is possible that cb sites are notified by att affiliate team that to cap cb at $200 once the team catches up the $250 reward card promo... you joined the party too late for higher cb

I hit the same issue. Contacted support and was told that I can setup passcode 48 hours after my line got activated. Another option is to go to store and let them verify photo ID. I just wait for 2 days and then the temp PIN can be verified by the system.

I was able to reset mine after few days. I would say after 72 hours.
