You can copy and paste a playlist from an old account to a new account, but keep in mind you are just following the playlist from the old account. The new account won't own the playlist, so you can't edit or change the playlist. You can always check to see who owns the playlist by clicking on the playlist and see who's name appears next to cover art at top of the playlist. It will say Created by "Name", followed by number of songs and time of playlist.
There is only 1 work around that I have discovered to actually copy playlists from one Spotify account to another while also having the new account acquire ownership of the playlist so you can edit it.
You must use the Spotify Desktop Client [spotify.com] for Windows or Mac OS X. So that means you can only use a laptop or desktop, mobile app will not work. As long as you can install the Client on a device it should work. Keep in mind I have only done this with Windows, though I have read it will work for Mac. Below is a copy and paste of instructions I did a year ago. It's worked the last 2 times I have done it.
Before You Begin
-Must install and use "Spotify Desktop Client" [spotify.com] on a laptop or desktop
-Instructions using a Windows 10 Laptop
-Should work on Mac, but don't know about other platforms
-Will not work with mobile apps
-The"Temp" playlist is utilized as middle man and is necessary to transfer ownership
of the playlist from the old account to the new account. Otherwise the playlist will
remain owned by the old account and new account will be unable to modify it.

Setup Windows Folders On Laptop
-Create folder named "Spotify" on Windows Desktop
-In the "Spotify" folder, create subfolders and name each subfolder for each playlist to transfer
from old Spotify account to new Spotify account
Transfer Playlists from Old Account to Laptop
-Log into Spotify Client with Old Account
-In Spotify Client, click and drag each playlist and drop to corresponding named subfolder on Windows Desktop
-Each playlist will show as 1 Internet Shortcut file in each subfolder
Create Empty Playlists in New Spotify Account
-Login to Spotify Client with New Account
-Create new empty playlist and name it "Temp"
-Create additional empty playlists with same name as each playlist to transfer from old Spotify account
to new Spotify account
Transfer Playlist from Laptop to New Spotify Account
-On Windows Desktop in Spotify folder go to first subfolder
-Click and drag playlist, Internet Shortcut file, and drop into "Temp" playlist in Spotify Client
-In the "Temp" playlist click on 1 song and then select all songs, CTRL-A
-Click and drag 1 song, which will drag all songs, to corresponding named playlist
-Owner of playlist should show New Account name inside and at top of playlist
-Repeat steps for each playlist
-When finished you can delete the "Temp" playlist
